Some ISP's can be bypassed with means of Proxies

Usually your ISP in most cases will have a zero rated site or Site that you can Access with Zero Balance - Airtime or Credits
The Freesites are usually your ISP main domain or Something Similar but as long as you can Access it for free you can get Free internet.
You could go into proxy settings and insert one of the above mentioned proxies or A proxy of your choice. Try Glype proxies as they tend to work on most ISP's rather then other. After the settings are in with port 80
enter the Free Zero-rated ISP site in your url.
a glype Homepage should now load. Insert you website in that are and Click "Go" or "BROWSE"
Now you should be able to browse for free. Softwares such as India Web proxy is also a Great method of Browsing and Downloading the Internet for Free. ( Link )
If these above mentioned methods do not work there is always
VPN, Telnet Tunneling or DNS Tunneling
